Le Roy CSD Board of Education — Open Forum Guidelines
Public Access and Participation
- All meetings of the Board of Education are conducted in public, and the public has the right to attend.
- Public expression at these meetings is encouraged. A specific portion of the agenda—Open Forum—is provided as a “privilege of the floor” for district residents only.
Speaking at Open Forum
- District residents only may address the Board for up to three (3) minutes during Open Forum.
- A completed Open Forum Request Form must be submitted to the Board President or District Clerk before the start of the Board meeting.
- The Board may limit total Open Forum time to 30 minutes or less.
Content and Conduct
- Speakers may not offer commentary on matters involving privacy issues protected by law.
- All comments must be expressed in a civil and constructive manner in accordance with the District’s Code of Conduct.
- The Board President may issue a warning, direct an individual to stop speaking, or ask an individual to leave if behavior becomes disruptive.
- If a disruption continues, the Board may adjourn and exit the meeting.
Board Response
- The Board will listen to and consider all comments shared.
- The Board will not engage in immediate discussion or debate during Open Forum to allow for thoughtful reflection.
- If a comment requires follow-up or a response, appropriate action will be taken after the meeting.
